The \u003cstrong\u003econcentric\u003c\/strong\u003e collar sits inboard and locates the bolt on center. The \u003cstrong\u003eeccentric\u003c\/strong\u003e collar sits outboard, and because its hole is offset, rotating it moves the axle fore and aft — that's the alignment adjustment, with no welding or cutting. The alignment guides on the frame bracket limit the eccentric collar to rotation within its slot.
